Operational Governance and Resource Balance 运营治理与资源平衡

1. Lead the overall manufacturing operations of VSC and SVD in PC Qingdao, ensuring alignment with Product Company strategy and Safety, Quality, Delivery, Cost and People targets. 全面领导青岛工厂VSC与SVD事业部的制造运营，确保与产品公司战略以及安全、质量、交付、成本和人员目标保持一致。

2. Balance business priorities and allocate people, equipment, materials and capacity across VSC and SVD based on customer needs, business value and profitability. 基于客户需求、业务价值及盈利要求，平衡VSC与SVD的业务优先级，统筹人员、设备、物料及产能配置。

3. Establish transparent resource-allocation and escalation mechanisms to resolve competing priorities and maximize overall operational effectiveness. 建立透明的资源配置及升级决策机制，解决事业部间的优先级冲突，实现整体运营效益最大化。

4. Ensure production resources are available, capable and effectively utilized to support current delivery commitments and future business growth. 确保生产资源持续可用、能力匹配并得到有效利用，以支持当前交付承诺及未来业务增长。

1. Provide visible safety leadership, ensure compliance with company EHS policies and legal

1. Lead the integrated planning process by aligning demand forecasts, orders, inventory, material supply, workforce, and production capacity to ensure operational readiness and business objectives are achieved. 主导一体化计划流程，统筹需求预测、订单、库存、物料供应、人力资源及生产能力，确保运营准备充分并支持业务目标达成。

2. Improve forecast and production plan accuracy through data-driven analysis and cross-functional collaboration. Translate demand outlooks into proactive capacity, workforce, equipment, and material plans, identifying risks and constraints early. 通过数据分析和跨职能协同持续提升需求预测及生产计划准确性，并将需求预测转化为前瞻性的产能、人力、设备及物料规划，提前识别风险和瓶颈。

1. Drive continuous improvement using Lean, 5S, BPI/Kaizen and structured problem solving to improve safety, quality, delivery, productivity and cost. 运用精益、5S、BPI/Kaizen及结构化问题解决方法推动持续改善，提升安全、质量、交付、效率及成本表现。

2. Manage operational expenditure and investment within approved budgets while delivering productivity, cost and profitability targets. 在批准的预算范围内管理运营支出及投资，实现生产效率、成本及盈利目标。

3. Lead and support manufacturing engineering solutions covering capital equipment, process development, localization and manufacturing cost reduction. 领导并协助制造工程解决方案，涵盖资本设备、工艺开发、本地化及制造成本降低。
